Public Hearing - Proposed Short-Term Rental Ordinance

On February 25, 2020, the Shasta County Board of Supervisors will hold a public hearing and will consider enacting an ordinance to regulate short-term rentals. Board meetings are held at 1450 Court Street, Suite 263, Redding, California and begin at 9:00 a.m. The legal notice for the hearing remains to be published and this is a courtesy notice. All interested parties are encouraged to submit written comments regarding the merits of the proposed ordinance prior to the hearing, or to attend and speak at the hearing. Please see Notice below.

NOTICE OF PUBLIC HEARING AND SUMMARY OF AN ORDINANCE AMENDING THE SHASTA COUNTY ZONING PLAN (ZONE AMENDMENT 17-004) SHASTA COUNTY BOARD OF SUPERVISORS NOTICE IS HEREBY GIVEN that the Shasta County Board of Supervisors will hold a public hearing in the Board of Supervisors' Chambers at 1450 Court Street, Room 263, Redding, California, on February 25, 2020 at 9:00 a.m. or as soon thereafter as may be heard, at which time and place all interested persons may appear and be heard on the following matter: The Shasta County Board of Supervisors will consider introducing, waiving the reading of and enacting an ordinance amending the Shasta County Zoning Plan, Title 17 of the Shasta County Code (Zone Amendment 17-004) as follows: SUMMARY OF THE PROPOSED ORDINANCE: The purpose of the proposed ordinance is to establish a set of regulations applicable to short-term rentals within the unincorporated area of Shasta County including, but not limited to, placing certain limitations and regulations on use of properties as short-term rentals including the number of people who may occupy a short-term rental; imposing certain approval processes for use of property as a short-term rental; imposing certain enforcement remedies and processes; and amending the definition of a bed and breakfast guest facility. Special regulation of short-term rentals is necessary to ensure that they will be compatible with surrounding uses and will not act to harm or alter the neighborhoods they are located in while also recognizing the diversity of the short-term rental market. The Board of Supervisors will also consider determining that Zone Amendment 17-004 is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines sections 15060(c)(2), 15061(b)(3) and 15301. GENERAL PLAN CONSISTENCY: The ordinance is consistent with the Shasta County General Plan and, more specifically, with Economic Development Objective ED-2 to seek economic diversity that increases the variety, type and scale of business activities. ALL INTERESTED PARTIES are encouraged to submit written comments regarding the proposed environmental findings, and/or the merits of the proposed ordinance prior to the hearing, or to attend and speak at the hearing. All written material concerning the proposed ordinance is requested to be submitted to the Shasta County Resource Management Department, Planning Division, located at 1855 Placer Street, Suite 103, Redding, CA 96001 as soon as possible and no later than three days prior to the hearing. PLEASE NOTE that any challenge of the nature of the proposed action in court may be limited to addressing only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Board of Supervisors at, or prior to, the public hearing.
